Malmö is Sweden’s third-largest city and is located in the very south. This post-industrial city reinvented itself as a dynamic knowledge centre built on cultural diversity, youth, and sustainable development.

In 2016, Malmö’s traffic and mobility plan was approved and has since been the main guideline for all projects involving the planning and development of Malmö as a city.

The goal is a more accessible and attractive Malmö for more people, requiring a more balanced modal split in this growing city with an increased share of cycling and public transport, as well as decreased car traffic. This presents many opportunities for development towards a more socially, environmentally, and economically sustainable city.

Over the next 15 years, Malmö will make an extensive investment in sustainable infrastructure and new housing. There will be new electrified buses, five BRT-lines (Bus Rapid Transit) and 50 km of new cycling paths.

Malmö has a flexible parking standard allowing developers opportunity to use mobility measures to reduce parking requirements, including car-sharing and cycle-sharing membership, free trips with Skånetrafiken, attractive bicycle parking, bicycle service station within the building, and more. 

The site for accelerated market introduction

The intended site for accelerated market introduction in Malmö is the Western Harbour. Expansion of the Western Harbour started with the European Housing Exhibition Bo01, organized in 2001. The theme of the exhibition was "The Future of the Sustainable Information and Welfare Society" and in addition to the exhibition area, a brand-new neighborhood was built with innovative environmental solutions, exciting architecture, and urban environments.

The Western Harbour holds many different functions and activities. Shipyard workers have been replaced by students at Malmö University and employees in new media, environmental technology, and construction companies. The goal of becoming a national example for sustainable urban development has been achieved and now new challenges are awaiting innovative solutions.

The Western Harbour attracts visitors from all over Malmö and the world. Turning Torso, designed by the Spanish architect Santiago Calatrava, is an obvious attraction with its screwed design at 190 meters above sea level. The walk alongside the ocean has become one of the citizens’ favourite summer attractions and the deep ocean bath has become very popular. In Stapelbäddsparken, skateboard enthusiasts meet and Dockan has become a marina for leisure and recreational boats.

The Western Harbour is currently home to 9,500 residents, and when fully expanded we expect approximately 20,000 residents by 2035. To date, 17,000 people are employed by companies in the area, and this is expected to increase to 20,000 by 2035.

Travel behaviour

Malmö is ranked #5 on the Copenhagenize index which is the world’s most comprehensive inventory and ranking of bicycle-friendly cities. It is no more than 10 km from the city centre of Malmö to the city limits, and within the city there are more than 500 km of cycle paths. Within walking and cycling distance from the centre are long beaches with good water quality for swimming and recreation.

The Western Harbor is located close to Malmö’s Central station, Malmö’s main train station. The area is also well-equipped with buses, cycling and pedestrian paths, carpool lanes and city bikes. There are only two entrances for cars to the Western Harbour, and traffic jams are more common here than in any other part of Malmö. It is clear that the expected increase in traffic resulting from the city’s growth will need to be addressed by other modes of transport. 

The city offers cooperation with partners, both nationally and internationally. High demand is the premise to successfully introduce and sustain mobility services commercially, and the Western Harbour meets this requirement. Demand for mobility services exists daily and at all hours (7/24), not only during working days or weekends. The area offers a young population who are more likely to use different modes of transportation for their daily travel. This makes the Western Harbour an interesting test site for combined mobility solutions.

The stakeholders and existing need

Have it all is a local economic association of 65 members comprised of residents, entrepreneurs, and large and small organizations with the goal for making the Western Harbour the best neighborhood to live, work, and play. There are great opportunities to grow and develop together for the West Harbour to Have it all: a sustainable living environment, innovative atmosphere as well as proximity to knowledge, city and the sea. The city of Malmö and Have it all are already working actively together on handling mobility issues in the Western Harbour. For example, they launched Mobility Challenge, a campaign raising awareness of the transportation changes needed for the area to be functioning and attractive – especially as the number of people living and working in the area doubles in the coming years. 

Skånetrafiken is the Public Transport Authority operating in Region Skåne. Skånetrafiken has received financial support through a call from Vinnova to open up the handling of third-party tickets to travelers during 2019. The basis for this is a ticket and payment standard developed in Sweden and carried out by Samtrafiken with support from public transport companies in Sweden.

To create services that meet the needs and requirements of the traveler, access to information related to the services must be handled in real time. For example, real-time traffic information is a prerequisite for public transport-related services. Both real time information and scheduled information from the services provided by Skånetrafiken is available via the national access point hosted by Samtrafiken since November 2018. 

In the Western Harbour, we see a need for technical solutions to help people make well-informed transportation choices, as well as solutions to raise the level of knowledge regarding each individual’s own contribution to the traffic situation.

Daily Travel to/from Work

The city, Skånetrafiken and local private employers have started Malmö Works –  an initiative to take the lead in the transition to sustainable travelling to, from and at work. Right now, Malmö Works consists of nine private actors around the city. During 2019, Malmö Works will welcome new partners to join the movement.
